Clear Lake sits in southeast Harris County, wrapped around NASA's Johnson Space Center, and most of it lies inside the City of Houston's limits, with a small eastern slice inside Taylor Lake Village. It is the second-largest master-planned community in the Houston area, trailing only Kingwood. Where the community came from

Before there was a Clear Lake City, there was a cattle ranch. James Marion West, who arrived in Texas from Mississippi as a boy in 1880, built his home ranch on the shores of Clear Lake and Clear Creek and became a wealthy rancher, lumberman and oilman. In 1938, after oil was discovered on the property, Humble Oil โ€” the company now known as ExxonMobil โ€” bought the land from West. For years afterward it sat largely undeveloped.

How NASA turned a ranch into a town

Everything changed once the federal government decided to put the Manned Spacecraft Center, today's Johnson Space Center, in the area. Humble Oil's residential development arm, the Friendswood Development Company, moved to build a planned community around the new center, and in 1963 it established the Clear Lake City Community Association to govern it. Land values in the area rose nearly 300% as the jobs and the engineers who filled them arrived. The Clear Lake City Water Authority was created that same year, on May 6, 1963, to serve the growing community, starting with 12,269 acres in its service area and expanding to 16,098 acres by 2009.

The new town's identity was stamped with its origins from the start. In the Timber Cove neighborhood, the local swimming pool was built in the shape of a Mercury space capsule and completed in 1963, the same year the community association itself was formed. Among the residents the area later counted was Ellison Onizuka, one of the seven astronauts killed in the 1986 Challenger disaster and the first Asian American to fly in space.

The fight over annexation

Clear Lake City's growth eventually drew the attention of its much larger neighbor. In 1977, the City of Houston annexed 3,174 acres of the community that had sat in its extraterritorial jurisdiction, despite a grass-roots resident campaign that rallied under the slogan "Free The Clear Lake 25,000!" The annexation fight had lasting effects beyond Clear Lake itself โ€” the resulting lawsuits pushed Houston to convert its city council from an all at-large system to the current mix of district and at-large seats. Today, the majority of Clear Lake City sits inside Houston's limits, with a small eastern portion inside the separate city of Taylor Lake Village.

The neighborhoods inside Clear Lake

Clear Lake City is really a collection of named neighborhoods rather than one uniform subdivision: Bay Forest, Bay Glen, Bay Knoll, Bay Oaks, Bay Pointe, Brook Forest, Brookwood, Clear Lake Forest, Camino South, Meadowgreen, Middlebrook, Northfork, Oakbrook, Oakbrook West, Pipers Meadow and Pinebrook all sit inside its boundaries, each built out in its own stretch of the community's growth.

The lake, the golf course, and Exploration Green

The community takes its name from Clear Lake itself, the body of water that lies south of the Johnson Space Center, separates Harris County from Galveston County, and forms the effective mouth of Clear Creek where it empties into Galveston Bay. For decades, one of the community's defining features was the Clear Lake Golf Course, roughly 180 acres that opened in 1963 โ€” the same founding year as so much else here โ€” and closed in 2005. The Clear Lake City Water Authority took over the property and, working through the years since, turned it into Exploration Green, a flood-detention and nature park whose pond construction was finally complete as of December 2024. The finished project is built to protect an estimated 2,000 to 3,000 homes from a 100-year flood event, on land that spent more than forty years as a golf course before that.

That is Clear Lake: a cattle ranch that became an oil company's land, then a NASA town built almost overnight, still carrying its space-age origins in a Mercury-capsule pool and a neighborhood full of the engineers who helped put people on the moon.
