Built for NASA, on purpose

Before it was Nassau Bay, the land was Colonel Raymond Pearson's Spirit of 1776 Ranch. Construction on a planned community began there in 1962, at a cost of $49 million โ€” a genuinely large sum for the era โ€” with the first residents moving in by 1964. Thompson McCleary of the architecture firm Caudill, Rowlett & Scott handled the design, and the Ernest W. Roe Company built it out, all under the banner of Nassau Bay Development Associates.

A name chosen for the feeling, not the geography

The developers picked the name Nassau Bay specifically for the tropical feeling it evoked, at a moment when NASA was actively pulling personnel away from high-quality-of-life postings in California and Florida to relocate to the Houston area. A name that sounded like a destination, not a swamp on the Gulf Coast, was part of the sales pitch.

Growth that never quite settled into a straight line

The city incorporated in 1970, years after construction had already begun. From there, the population moved in a way that's unusual for a Houston suburb: 2,979 residents in 1968, a jump to 6,702 by 1980, then back down to 4,526 by 1982, 4,506 by 1991, and 4,170 by 2000. Rather than one steady climb, Nassau Bay's numbers have moved up and down with the fortunes of the space program and the broader economy around it.

A small city with a Russian sister city

Nassau Bay's connection to the space program runs deep enough that the city maintains a formal sister-city relationship with Star City, Russia โ€” home to the Russian equivalent of the Johnson Space Center, where cosmonauts train the way American astronauts train next door in Nassau Bay's own backyard.

Water on three sides, and a city responding to it

Nassau Bay is bordered by Clear Creek to the south and the head of Clear Lake to the southeast, with Carlton Bayou and Swan Lagoon forming more of its natural edges. That much water adjacency has come with a real cost: NFIP flood-insurance losses in the city have totaled roughly $41 million over a recent 13-year span, and Nassau Bay has responded with an active home-elevation program, raising flood-prone houses off their original foundations rather than waiting for the next storm to force the issue.

That's Nassau Bay: a small, purpose-built community that grew up around the space program, addressed by the Post Office as Houston even though it has always been its own city, and still adjusting, one elevated home at a time, to the water that surrounds it.
